Whenever a food establishment is hereafter constructed or remodeled or whenever an
existing structure is converted to use as a food establishment, an application for
permit is required, including two sets of properly prepared plans and specifications
for such construction, remodeling or conversion which shall be submitted to the health
officer or authorized representative for review and approval before construction,
remodeling or conversion is begun. The plans and specifications shall indicate the
proposed layout, arrangement, mechanical plans and construction materials of work
areas; and the type and model of proposed fixed equipment and facilities. The health
officer or authorized agent shall approve the plans and specifications if they meet
the requirements of this article. No food establishment shall be constructed, remodeled
or converted except in accordance with plans and specifications approved by the health
officer or authorized representative. Construction, remodeling and/or conversion activities
shall not begin until the plans and specifications have been approved by the health
officer or authorized representative.
When the health officer or authorized representative issues an approval letter, the
construction documents shall be approved, by stamp, as "Reviewed for Code Compliance."
One set of the construction documents so reviewed shall be retained by the health
department. The other set shall be returned to the applicant, shall be kept at the
site of work and shall be open to inspection by the health officer or authorized representative.
Whenever plans and specifications are required by this section to be submitted to
the health officer or authorized representative, the health officer or authorized
representative shall inspect the food establishment prior to the beginning or resumption
of operations, to determine compliance with the approved plans and specifications
and with the requirements of this article.
